Child lived in State A with both parents from birth until age seven. After Parent 1 alleged that Parent 2 had shoved Parent 1 while Child was nearby and had threatened to take Child's passport, Parent 1 took Child to State B to stay with relatives. Parent 1 filed for custody in State B six weeks later. State B is where Parent 1 grew up, but Child had never lived there before the move.
Parent 2 filed a custody action in State A two days after receiving notice of the State B case. Parent 2 denies abuse and asks State A to order Child's immediate return. Parent 1 asks State B to enter a custody order, arguing that Child is now enrolled in school and that State B can better protect Child. State B's judge is concerned about the alleged threats and also about whether State A remains the proper forum.
